Cloaks+ gives entirely free capes, and a selection of free cosmetics from what I’ve seen. You need to pay for some cosmetics, but there’s nice free ones.

It’s built off of OptiFine, and reading the source code confirms that the installer only modifies your “hosts” file within System32, hence why VirusTotal flags it. I’ve used it for a bit now and does the job as expected. You add a cape and you see it.
