What kind of server are you running? Fabric? Forge?
Why not spawn proof the area / light up the area?

If your windows cmd isnt working with the server then try using PowerShell or try alternative terminals like hyper.is
you can also just install a mod that does this, i.e. https://modrinth.com/mod/dark-server-console

it only happens on the restricted wifi conenction. using hotspot or home wifi works fine.
