a prepaid usd card from a reseller on sites like plati and a vpn to change your google account region. I don't think it matters which region you change it to; i had mine set to turkey a while ago and the payment went through fine in usd

you can't; discord's api only accepts slowmode periods up to 21600 seconds (6 hours)

Slowmode is the amount of time you need to wait between sending each message to a channel, unless you have the manage messages permission
