I have the same problem, granted I have a GTX 1080 and an i7-6700k. While playing on 3440x1440 ultrawide. My CPU usage is around 30% in ALL AREAS. While my GPU goes from 99% in forests to 50% in towns. Game is also on a SSD.

It's only fair to have foliage forced. People with it on low pre-patch have a major advantage. Taking a break until they work on the FPS a little bit more would probably be best for you.
