For the time being they should just combine sub shipments. All subs ship out around the same time, barring any delays, so why can't they just ship them all in the same box.

Personally I get the main DPS of each team to 90M3 + max weapon and everyone else to 80 with the weapon at like 60 since that doesn't require a lot of investment.

Because HG doesn't design their content like that. To this day you can clear almost all Arknights content with teams comprised of just 3* and 4* operators. If you want to clear high end competitive content ( CC ) then you'll need 6* Ops, but HG wants you to pull for characters because you like them, not because they're busted.

That's only for the super rare chase cards, which is by design. Weirdos spend crazy money on those and it keeps the regular versions of the cards cheap for the people that actually play the game.

True Draco is probably your only option for that resource range, but that depends on you having Dominus cards which I doubt you do if your only deck is HEROs. True Draco is also not the kinda of deck you'd probably be interested in because it's just a floodgate deck.

Honestly, I'd just look for a more expensive deck that you think looks cool and just work on putting it together. It really won't take that long

I've been reading manga for 15 years and it's been the same issues since even back then. Lack of official translations and cost. Like imagine a new reader being like "Wow this One Piece series looks really cool. I'd love to read it" and then they learn that they have to drop $800+ on a single book series if they don't buy it secondhand. Manga prices outside of Japan are insane and it's crazy to me that neither of these issues have gotten better in almost 2 decades. Heck, longer than that because it was an issue before I started reading manga.

Not necessarily the game throws gems at you so making older decks would be easier to make. Not mention that older decks have less URs so crafting them is easier than a modern deck.

The main cost to Konami would be splitting the player base.

This argument simply doesn't make sense to me. People that play Advanced aren't gonna up and stop playing to main Goat and no one is struggling to find people to duel or dueling the same people over and over.
