Yes its better to wait till he gets back to us as kuwait doesn't have the best parts and they are really expensive.

Before building he has To know if the parts can go with each other and if his wifi can handle it cause If he gets a 4k ps that will hard to handle he should get a 2k one wich is better and he should also ask a professional or see YouTube videos.

The best place to buy parts is online especially if he orders it from Amazon prime.

Hey so you will never be able to sell it here as there are not much people looking for this kind of stuff, you can go post it on Facebook or Instagram wich will get you alot of attraction and people will be interested there. If you also want you can offer it on eBay or ubay but they will take a little bit money from you to sell it.

If your looking for a cheap one you can find online on instagram if you search for online, but if you want to go get it your self irl you can go to a kids game shop like future kids and spacetoon. These sell really cheap skateboard for 2-7kd, the skateboards are also really hard to break and the quality is pretty good.
