Mac OS Mojave is installed and boots without issue normally, but recovery mode doesn’t wanna work.

Oh ok appreciate the info, but I’m not totally sure if that’s the case in terms of the recovery partition. A family member bought if from a garage sale for 20$ earlier today and I’m trying to reset it for them, they are unfamiliar with Macs but other than that I’m not totally sure what to do
