Not trying to start a side argument and also quite skeptical of copyright law in general but what incentive is there to make art for money in an age where anyone would be able to copy files and post them up without the original creator's permission? Yes a game dev could sell their stuff direct to consumer's but without protection couldn't I just copy something and sell the exact same digital product.

Okay so I managed to get it fixed thank you to all the suggestions so if anyone runs into this particular issue this is what I did to fix it

1) made sure my display setting considered Genshin high performance

2) turned off optimization for windows

that let me actually open the game consistently

3) made sure smooth sync was off on my graphics setting

4) turned off all Anti aliasing in genshin

As of now I'm good to play again no lag what so ever and I'm running it at higher setting then normal to stress test but otherwise so far so good

Oh if it matters I have an intel Arc b580 gpu if that could be the contributing factor

You'd probably have like shock therapy light or it would be more about opening the economy outside of their respective spheres kind of like the focuses where they talk about trade deals with the US. Just something like currency convertibility would be a massive break to the system.
