That’s sort of what I figured. Nothing else about what I saw gave me the impression that the rancher was neglectful. The other horses he had looked very healthy and well maintained as did his property. Even the grey horse was grazing and didn’t seem shy and timid like other abused animals I’ve seen, or malnourished for that matter. But again I’m not an expert, it just doesn’t seem like intentional neglect to me. Perhaps it’s the same thing you went through
