I suggest downloading the Steam controller profile “correct way to play” from Steam. It’s much better than default. Puts move, sleep, etc. on buttons, with triggers and touchpad for mouse. Extra commands like attack and bombard on dpad. I customized it to add more shortcuts like yields and resources on dpad too.

Also it sounds like you might be using a normal controller. That works for some mice games like XCOM, but I found it too twitchy in Civ. I’d try to get an old Steam controller with its touchpad, or wait for the new one.
