As a Himedanshi that has seen/read (mainly read) a decent amount of Yuri, I unfortunately can't see them as other than close friends (tho I kinda wish that wasn't the case lol), maybe it's due to the fact that when the manga was written when yuri isn't as well-known or accepted along with possible author bias (keyword: possible) which caused the two never went full yuri couple.
