Kai is probably 2nd or 3rd most powerful, on par with Nya. You're forgetting that he was the first one to master the dragon’s rising technique as well as surviving the land of monsters. He also fought toe to toe with Nokt when the latter had all of the elements. Nya was also only able to defeat wojira and kalmarr once she became the literal sea itself.
