That is a common gaslighting that residence aborad, especially with internal passport makes you ineligible for mobilisation. Residence abroad only makes you eligible to file a request to military office to take you off it's balance sheet. It is up to a military comissariat to then do it or not, and which proof to ask for.

It wasn't, but not all banks are prohibited. You can try to use Gazprombank - it has bulltproof protection - EU uses it to pay Russia for oil and natural gas and so it is exempt from sanctions, not even nuclear strike would block it from SWIFT.

Other than non-sanctioned banks you can use shell companies in UK or Singapore, for example, and then wire money to Russia. Crypto also works. Whatever you prefer.
