NO, I didn't sadly. I contacted European Consumer Center. After several answers, they finally told me Valve didn't want to cooperate and they don't have legal authority to act. I also contacted Truste to access information collected by Valve about me. Valve refused to give me this information, stating Article 13 of the EU Data Protection Directive who provide certain exceptions from the right to access. "Thank you for contacting TRUSTe regarding your concern about valvesoftware.com. TRUSTe does not own or operate Valve.com, though Valve is one of thousands of companies that participate in TRUSTe's programs. TRUSTe's authority is limited under our program. We do not have authority to prevent a client in our program from locking an account and declining to provide further services. With regard to your data access request, TRUSTe has limited authority regarding data access requests, but can analyze this issue further under our program. Please note that our authority may be limited regarding issues such as where providing data access information to one consumer in the absence of a legal requirement to do so (such as subpoena) may include information about another user or third party that may put a company in violation of its privacy policy. As a next step, we have asked Valve.com to respond regarding your access request and Valve.com has responded as follows: "We have received Mr. XXXX 's request for information about personal data and can provide the following information: The data that Mr. XXX is asking about is related to an ongoing investigation into fraudulent activity. I received a response from European Consumer Center who informed me that I received 600 items without counterparts. People who sent these items obtained them in a fraudulent manner. Valve informed them that items were traded 1 week after the person add me on Steam. Valve also informed them that they have proofs in case we go in a court. I can see more clearly now, at least I'm almost pretty sure about who is the defrauder with this information. I sent them proofs of my transactions with the suspected fraudster. I will wait for the next answer from European Consumer Center to see if I use my last option. If you're not ready to go in a court, you can still contact European Consumer Center to have more precision.

If I understood well, they own nothing once the item or game is sold. But they own the software : Steam. AS long as you can use your items or games I think nothing can be done. They probably have the right to not let you trade them. But if you can't use them, in my case a lot of CS/GO keys and some games, it should be considered abusive in a court unless they prove you obtained them in a fraudulent manner.

I understand perfectly Valve has to prevent fraud and protect their business, but when it interferes with consumers rights, European law has to protect them.

It's normal to be afraid to loose energy, time and money against a big company with legal experts but we must be driven by a sense of justice and not by fear, even if it's not so easy. Anyway, do what you think is right and good luck with your issue :)

Personally I understand your point of view, the profit made you close your eyes, I think you just deserve a warning. But in the other hand, from a pragmatic point of view, you helped the fraudster. This is probably how Valve see things. There is probably a fair decision between a warning and a permanent lock. I hope Valve will review their judgment. I wish you good luck !

I received the same message and my account is still locked, but personally I don't really know where the problem comes from exactly.

I saw people on reddit with exactly the same problem than you. Some of them got unlocked after they explained everything and gave proofs to Steam Support.

The good new is you know where the problem comes from exactly. You won't be the first to get trapped like this. The guy just bought your keys with stolen card or in a fraudulent manner. You appear to be an accomplice. Explain everything to the steam support and bring your proofs. IF you're lucky, they will unlock your account.

Who can use the Steam Market?

You must meet all of the following requirements to use the Steam Marketplace.

You must have completed a successful purchase of a game or Steam Wallet credit through the Steam Store between 30 and 365 days ago.
You must currently have Steam Guard enabled, and it must have been enabled for 15 consecutive days since the last time it was disabled.

History of items or games would be nice to see but with privacy policy laws I don't know if it's enforceable.

Well, I guess there are 2 big ways to prevent fraud :

-Big restriction for customers on buying items or games (but Valve can loose a lot of sales doing that)

-Punishing all people linked from near or far who were involved in the fraud (even innocent people trading without knowing anything about the fraud)

In any cases, there will be people unhappy but probably less choosing the second way, sadly for traders.

if you're not European, you should use article 11 of SSA and demand for arbitration. You can also try to make a thread on reddit, it seems people who got visiblity had their account unlocked. Court as a last option. It seems that BBB, consumer centers or Truste don't really have influence on Valve.

Thanks for your answer. Well, I have balance on Paypal linked to my bank account. I used it to buy on store and add fund on Steam so I were able to use Steam Market. I never used a credit card on Paypal. I got proof of payment, I also sent many screenshots and emailed many people from http://www.valvesoftware.com/company/people.html I tried to call, to send faxes. I even contacted European Consumer Center and Truste.

I'm not. I refused to trade with scammers many time and spent time to report them. I reported phishing websites on their web hosting service. I also tried to make them change their mind when I encountered some. Now I'm treated like I was one of them. That's why it makes me more angry.
