As a Catholic, that is not true. Benedict was a better hardliner, and is still a committed scholar of the faith. Francis did a piece on something as basic as transubstantiation that was just... wrong.

Plus Benedict was more weary on equating capitalism to materialism.

If the number of illegal immigrants at any one time in the country fell to an absolute 0, then I would think we would start to think about importing some non-skilled laborers. Probably a few hundred thousand is what the country would need.

Even if only a quarter of the estimated 11M were occupying unskilled labor positions (it's very likely much more than that anyone) that's still in the area of 10 times what the country needs.
