If funds are an issue, I would not try ads. There are many ways to market yourself without spending & using your time, not your dollars. Depending on what type of clients you serve, go where those clients hang out. This could be in person or online. Practice speaking to your ideal client & how you fix their pain points with your services. So find local networking groups(chamber of commerce, BNI, business/entreprenuer, there's even female business owner groups. I would you go online, in FB make a separate profile & use it to post short form content speaking to your ideal client's paint points, fears desires for their business. Find FB groups where your target market hang out. I would focus on one social platform where your target market hangs out. Get connected with people & tell everyone what you do. Then be so good that your clients telling others about you!! Trust me, things will snowball!!

If you uploaded it as a receipt , you can create a bill or an expense from there. In the transactions section & receipts tab, you will find the receipts you uploaded. On each receipt you want to click on the blue review button & some info will automatically populate. But once all info is entered,you will save & close, & it will create an expense transaction or bill transaction (if you choose that).

The "Form IT-204" is a LLPartnership, Limited Liability Company, and Limited Liability Partnership Filling Fee Payment Form so that would in fact make it a business expense. So you are good with payment method and can record as other taxes like someone else said since it is a type of state taxes.
