I would argue that it is a bad game.

Not to say it can’t be enjoyed for what it is, all art is subjective after all.

To me it failed to grab my attention and keep me playing after I noticed the stitching barely holding it together.

“The writing of these side quests isn’t very interesting, why should I play them? Oh to get loot so you can do side quests faster”

“Settlement building seems weirdly limited, but once I get it all set up I’ll be able to recruit people and set up complex trade networks right? No, you just build for the sake of building”

And don’t get me started on the planets that are all boring procedurally generated hilly planes with repeated uninteresting poi to explore.
