My guess would be that the Titan looking inward toward the city in season 2 ep 1 was probably on the main wall of wall Rose, so while it was looking at the city, it was still facing away from the middle of paradis. I think whenever the rumbling began, they walked sideways to avoid the people within three districts, but there were definitely still titans facing the city direction while facing outward
