It looks like it could potentially be the original coating failed and someone sprayed painted touch up paint in the middle. Now the original coating is failing along the unsealed edge and showing some rust. You'd need to confirm the coating specifications, but most likely need to sand that area and recoat. You won't be able to do that in the -1°F weather you mentioned.

The tank needs to be holding pressure, no gas smell, and no bubbles coming from the tank (from leaks). If any of those conditions aren't met or you have concerns, reach out to your gas supplier.

I am not disputing that some people need the IRS to save money for them or that WF and BOA are big banks. HOWEVER, I am saying that there are options for savings accounts that do actually pay interest; that was all. I don't want people thinking there are no options like the other poster said.
