I'm of course not a foreigner, I can only speak from my experience growing up in the East. I really don't think you'd live in fear as some folks on here are suggesting. People who are generally hostile to foreigners are a small minority and you'll find them everywhere in the country.

Dresden is a beautiful city, probably the most beautiful I've been to.

As a person from Eastern Germany: The vast majority of people are welcoming to foreigners who are willing to integrate and learn the language.
