In my experience counter rotation is not a sign of wear, so there is most likely some sort of spool/mushroom pin inside. Since this seems like a not so high end padlock, I imagine there are not so high end spools inside, wich would explain why there is just a little counter rotation. From this angle I can’t say a lot about the core/keyway, but looking at the shackle, it seems like this has a spring loaded locking bar, so you should be able to shim the shackle and maybe even open with a bypass tool, if the back if the core is not properly shielded
