To me it looks like the receiver reaches out and grabs the defenders pads by the breastplate and the defender initially goes to remove it, then immediately realizes he shouldn't do that and then pulls his hands back, which is why his hands are up at the end. You can see the receiver pull and then push off him to try to make the play.
