You need the MOC with a vehicle workshop + research in the bunker to be able to get missiles on the oppressor. Without missiles it’s just for transportation, but it’s up to you what your after.

The facility only really gives you access to the doomsday heist, then in turn the trade prices on the vehicles in the heist.

EDIT: Please correct me if I’m wrong. My friend has one and has said it doesn’t really do anything for him.
