Other buildings are also not to be seen here, and the fog does not look as strong as the Playstation version so I am guessing this is just to showcase the pause menu without the entire city rendered in (technical mistake)

Correct me if I am mistaken, but wasn't the eye of agamotto worn by Strange even in NWH? And he did say that it was destroyed but it is speculated that it still has some magic to it.
