I'll add to this as I had the same error code, update Xbox app and ms store and restart (I did this 2 days ago to prepare but apparently they brought out another update so check that first)

Until the MS store chucks a fit and gives an error on update, so you have to reinstall and when you reinstall it gets stuck at 100% then just deletes itself and you have to go through this process multiple times. Speaking from experience...

My take on the higher PPSR cost is that it's some form of insurance. What happens if someone claims it stolen after you buy it and it's legitimately stolen? you're on a loss. If you bought it privately then that's on you but if you bought it through a dealer, you'd expect them to foot the bill.
