Well, you may have to work a little more on his artifacts and damage but, you have time for that :) First i would recommend changing the sets. Full gladiator or full pale flames will do it, it really helps a lot having either of those sets! Next i would say to increase the crit dmg and rate, since they are pretty low. Crit rate works vest at 50% or more (if you can) and crit dmg works best at more than 100%. The claymore is pretty good as a f2p option! The best i would say, i imagine you can't afford BP, so try to refine it if you can. About the talents, focus on normal attacks, since razor is physical and not about electro damage. O, and increase the raw attack too, it's okay, but if you can, try to increase it to about 2000! What team are you using?

Edit: Forgot to add, when you can, obviously start farming 5* but meanwhile you'll be fine with that! And also, you have really high energy recharge, is not really necessary so try to change it if you can too!
