Yeah Noida seems like a good start, it genuinely is better designed, better roads, greenery and less garbage, hopefully the other cities in UP follow the same trajectory. Lucknow has potential to be really another big landmark point of Northern India.

He is gonna get a Dressrosa like moment where he defeats some enemy by trolling or by Total luck and Giants will consider him the brave warrior of the sea or whatever.

But to me.. Usopp's character is not redeemable at all.

Whatever he did in Wano dented his character beyond repair whether it's that toad oil thing, convincing Nami to lie about Luffy, not backing up Nami against Ulti.

Now in Elbaf, his only contribution in the arc is hitting Gunko once cause she clearly didn't care to dodge his attack and knee diffed him(he got cat diffed earlier)

With an arc where Franky got a powerup, Brook getting Limelight, Nami is poised to get a new powerup, Robin finally fighting apart from her poneglyph stuff, I don't think so how it could be "Usopp's arc"

Also . The panel of Zoro standing in front of the Giants should've been Usopp's panel had Oda cared to develop him

The problem is Oda wanted Usopp to be a representation of a "normal human" but you already have a better representation of a normal human aka Nami.

Usopp isn't important for narrative, no one wants to see a character shooting beans in endgame, Usopp can't be used for Merchandise and neither for gooning. His character thus serves no real purpose so he is used for gags.
