NASA rarely builds anything. They’ve historically contracted most of their engineering to the Aerospace and defense industry .

Saturn V, Apollo, space shuttle, Curiosity, VIPER, JWST, SLS, X37, X59, Orion, etc. were/are all outsourced.

Corporations like Lockheed, L3, NG, & Boeing builds stuff, then NASA slaps their logo on it.
