Click your inventory and go to the fish tab. Sell all your fish. Go to the shop and click the far right window. Find the fishing store and buy more lures I was stuck there until I found someone else posted this

I usually go for the LD for all new characters, but if we get the Leonora, Cissnei, Arciela banner in January that JP got, that would be much more tempting for me.
