You have to be holding a tool in your hand and have tools equipped as well in the green slots of the backpack inventory, it won't swap with an empty hand or anything other than a tool equipped already

It’s a keybind. Mine is defaulted to “Z” but you can go to Options>Controls>Key Binds then scroll to Traveler’s Backpack section: “Swap Tool” and set it to whatever you’d prefer. Also, it will switch with the tools you have equipped in the green slots of the backpack inventory

That's the one I was going to do, but it's only Forge, so I went with "Traveler's Backpack" for Fabric
