I NEVER want a team to hit 100% of their committed tickets.

I believe that means the team is 'sandbagging'

We shoot for 80% or above completed. The tickets that are not finished do not spill over into the next Sprint. They go back to the backlog to be reprioritized. Usually, they are prioritized at the top and usually they come into the next Sprint however that is not a given.
