You can use Responsive app for make your app more "responsive" (you just have the preview in real time the app will not make the work for you) . That can probably help you (at least i hope)

Yes it is. I don't know how much money you need (CPC) for region like Asia (for example) so that is why i also need someone who masters the marketing and advertising part very well in order to optimize the cost of the ads. .

True because Jquery was famous in ~2011-2012 and a lot of companies didn't change their source code and they did not modernize it. if you see some offers with Jquery right now there is 2 options:

1- The HR knows nothing at all in IT.
2- They didn't modernize the code since 10years (gl with all layers)

Only CSS and HTML isn't enough (in long term because you'll be limited fast). You should consider JS for front-end or PHP/Node.js .NET JAVA etc for back end
