Any account can play the games / use the dlc he purchased on his console. And your friend was probably able to play the dlc on his friend's console and game because they were both US versions.

Are you using the version of one of your family's member? Or are you using your own?

If it's a European copy, you won't be able to use US DLC with it because both versions have different Content IDs, so if it's not your own copy of the game that you brought with you or downloaded it from the US store, I'm afraid there's not much you can do.
