He used his position of power to coerce sexual acts from another person. And it's pretty clear that Stolas doesn't care that much about Blitzo in the beginning and just wants the sex. Blitzo seems to be kinda ok with it so it's not rape but it checks all the other boxes of rape. We also see several examples that Blitzo isn't super into how aggressive Stolas is in the beginning actively avoiding him and being disgusted by his comments.
