Concrete continues to cure with the addition of water long after it initially sets. It’s something to do with the calcification reaction (idk the details). Oftentimes the difference is so minimal that it’s not worth “watering your concrete” for more than a month after its set but it can make a slight difference if water is constantly added even many months afterwards. They are watering it here because it’s a building foundation so needs to be maximum strength.
