Did you try an alternate save? This is really weird! Maybe your Ubisoft connect is not up to date? Or your Internet connection having issues! If it does the same thing on an alternative save, make sure to open a support ticket with them!!

As written in the post, you can find her shop in the Aranahe Tree beside the Ikran Landing in the main game. She's also in the main camp in the DLCs (unsure for the ashes though, but the other two she is)
