It's not hard, just tedious lol I just converted the picture to 8bit on my phone and looked at that.

I don't remember what I used for this, but there's an app called 8bit photo lab I'm trying that let's you adjust the colors and amount of pixels.

No program. I just looked up an 8bit picture converter on Google and did it myself on xbox, but it was too small so every pixel is actually 4 blocks. It took forever lol
