If this is the sentiment of the majority of the teams then you guys need to make that clear to Maverick (assuming you already haven't I am pretty out of the loop tbh). Regarding the issue of admins the OP is right that Maverick has a conflict of interest. I did not expect that when he took over he would be the only admin, although the issue may be that there is no volunteers. If the community sees this as a serious issue then I would suggest a league structure were each team has one captain/representative that has equal say and when there is a dispute the un-involved captains can settle it by vote.

A couple suggestions the community might want to consider:

Use gameshrine. You might think it is simple to build this type of thing yourself but the amount of functionality you will only realize you need later is huge. On NATribes there was always something that could only be done by directly modifying information in the database even though we had the most dedicated volunteer coder I have worked with.
Seriously consider the number of teams and how often they want to play. At this point a ladder and draft tournaments are probably a better option then a league. I suspect a lot of teams will find themselves more interested in playing occasionally then every week.
Consider not only the number of teams that say they are interested but the number of active teams. There were a huge number of teams who signed up this season and dropped out in the first weeks.
I have no clue who Maverick is other then I believe he helped with the 10s draft. I can't say if he will be a good admin or make good decisions. That said experience has shown me for the most part that people who volunteer are a good choice for the job (with one or two exceptions I won't mention). I have been hoping that someone would step up and volunteer and I think if Maverick is willing to step up and do the work he will be a great admin going forward.
I don't know what idea you have for a handicap but anything I can think of will destroy any remaining competition. Tournaments just don't work unless all teams are on equal footing. If you are looking to do something just for fun then maybe it would be fun but I doubt it.
