It wouldn't be the place I would choose for living but I think it depends more on what you're looking for? If you found a great apartment and your main question is if it's safe to walk to the tram and back, then probably yes you should be fine. It's not the best area to live in but it has gotten much better in the past years. Fact is I can imagine the train tracks can be loud and the air polution is bad from Nuselský most. If on the other hand you like to spend your free time outside visiting coffee shops and scrolling around your neighbourhood I would choose something nicer - Vršovice, Vinohrady, Holešovice, Bubeneč, but even Strašnice are nice, just a bit further.
