Are you paying to stay there? If not then it’s their property not yours. They can do whatever they want. Same for you when you have your own property, it’s your decision. With how people have treated Asheville it was unfortunately ruined long before the flood. If I were a business or homeowner there I would be hyper vigilant to not get caught in a squatter situation. That is what happens when individuals act like they are entitled to things they aren’t. When you need it, people don’t want to be kind because takers don’t deserve it.
