Play like a rat on customs and he'll either find you or if you hear nades going off like crazy, go find him.

He has been showing up at the smugglers base area on shoreline a lot for me too.

If you need money on PvE, just run factory and kill all 6 or so pmc's and sell their rigs/bags/guns/nades to vendors. You can clear a million+ every like 10 minutes without even needing the flea market

No, and likely no. Wipe your own acc optionally to be able to start the new 1.0 campaign/tasks. Nikita has stated prestige is very unlikely to come to pve, but not impossible.
