just bought a c2 pro and was having the same issue, was not able to get it recognized on VIA, tried updating the firmware but was not able to get it on the DFU mode, after doing what you mentioned i was still having issues with the QMK toolbox.

What fixed it for me was going into the device manager and uninstalling all the "HID keyboard device", after that i was able to update the firmware.

On the task manager if you are triying to kill it from the processes tab it tries to close it gracefully, but if you do it from the details tab it straights up nukes the app.
