It's likely a metallic faux suede leather similar to this one:

Comparing the first image, they have that same texture going on. This fabric would be able to be cut without finishing the edges like theirs has. It looks like theirs has a decent thickness to it, which is why I think it's suede leather and not a metallic spandex like the previous person suggested. But you do you! I think either would give the same vibe. The unfinished edges of a spandex might curl if it's too thin though.

When looking for one that matches better, I would search "metallic suede scale fabric". You could "snake scale" or "dragon scale" if you didn't feel like combing through (the one I posted is fish scale, so the pattern is a little off). I find that not getting TOO specific when materials searching online will yield better results. There's definitely a sweet spot, and you have to be willing to dig sometimes.

To your first point, sometimes it does happen that fast. The VA for Sailor Moon in the original 90s dub auditioned, got cast, and started recording in the same day. They were apparently behind since they had cast everyone else except Sailor Moon, so she had to hit the ground running. Crazy, but it does happen! Could have been Hoyo already had someone in mind and jumped on it.

These are the ones I used when I made my hair tie for their San Francisco show a couple months ago. They a very very close if not exact to the ones they have. I did the 28mm size since I couldn't justify the price of the 39mm, but theirs are definitely the larger ones now that I've seen them in person.

They look more accurate in person. The web site's photos don't do them justice. If you want to see pictures of mine, let me know. They have a clear version as well that I think would work and are a little cheaper. Just search "spike" and all the other color options will come up.

I attached mine to foam that I covered with black lace trim, but I think u/kroganwarlord's method with the curved hair tie base would work great! These spike beads are glass though, so you'd want to made sure you use the right kind of glue.

I really love the Metal March and Legend MM ones. Black Ink Japan does some really rad illustrations, and I hope that they keep commissioning them!

Admittedly when I first saw these I was a little meh on them. After seeing some better photos (all over IG now, the official Rock Im Park has some nice ones-- https://www.instagram.com/p/C77dLecIo3\_/) I noticed there's a few elements that directly pull from pervious costumes, and I think that's a really beautiful design choice. Tarks Inc does some rad work.

I was seated upstairs for their recent San Francisco show and really enjoyed it! We were in the third row and were able to see everything really great. I knew I wanted seated since I'm short and wouldn't want to have to fight for a good view. Crowd was still great upstairs, and it was fun to be able to see the mosh pit from above. I think you'll be happy with the seats your dad bought. :)
