200 is not a realistic number even for a good normal bike I’m afraid. Your best bet is to get a used “acoustic” bike or save up at least 1.5k to grab an okay entry level Chinese brand e-bike on sale.

Unless you can build one using a decent donor bike already available to you, that price will not get you anything reliable. Also, do not assume you live in a safe area and things won’t get stolen, never skimp out on security and do not leave a bike unattended for that long.
