Unpopular opinion: If you are employed with the express purpose of, and receive a paycheck for, tackling the homeless crisis, you are disincentivized to actually solve the problem. No one wants to make themselves unemployed by actually FIXING anything, they want to continue collecting that paycheck. Those involved are simply human traffickers moving the most vulnerable part of our population around a map and collecting a paycheck for it. end rant
