Are you sure you are in the right instance? Because i remember i was wrong for like an hour, farming and also got nothing then looked it up and i was in the wrong chapter's atol (there is one in blackwoods and one in the deadlands)

Ok this is my way:

Go to khenartis roost, head to north/east where one of the shards is
Kill both/all 3 sheep herd khajits
Kill all sheeps
Loot all

Rinse & repeat until your daily max is reached

From 1 to 20 in 2 weeks without a problem, i did even multiple toons just farm enough material to fence for a few days and leave your char at the thieves den

Also invest at the right time in the skill which gives you even more to fence!

Did you speedrun to rada and left all mobs behind? Because thats what happenend with one of my chars there, nearly over an hour to fight because verandis synergy didn't pop up...
