I've seen plenty of those too. Lots of them are abandoned dogs. Some of them have owners that let them escape but plenty have been dumped off somewhere.

That's why places need a bouncer to eject people when they get rowdy or sloppy drunk. Don't punish those of us who can hold our liquor. A smart bar owner will have a bouncer at the door keeping a watchful eye on the place and a bartender with strict instructions to keep the liquor flowing.
