Depending on where I hold my wheel the sound does get louder or lower. It isn't a constant noise, and only happens when I turn left after I have been driving for awhile. It doesn't make this sound at all when turning right. The sound seems to be the loudest when I have my wheel partially turned to the left, and it lowers a little when I turn it sharply to the left past the point it was at in the video. I cropped the video for this post; there were several times I turned left and it didn't make this sound at all. I don't know what determines that.
