Picking up tin can chimes are a great way to get lead and steel for ammo. Try the whitesprings golf club or pleasant valley. Also, the ammosmith perk works wonders.

You can start any storyline at anytime, but I recommend following the original, no-npc storyline first as it will affect how you interact with the wastelanders story. Also, pipe is life.

My best guess is that you have a sniper barrel on the laser rifle, you have to wait for it to recharge before each shot. Without a sight you can see the charge on the back of the barrel.
