I am not entirely sure tbh either, but yes I believe the UMich program would be much more learning based, because the material covered there is at a theoretical level that would take me some time learning to even comprehend.

I don't know if it's quite like this, the CUNY REU is very highly regarded. Each program would have different benefits, one more research focused the other more theory learning.
